The McPhail’s Working Group has worked for years with various stakeholders to discuss options. - North San Pedro Road, 164 (Parnow House): In August, the Board of Supervisors authorized the issuance of $33M in tax-exempt conduit bonds to finance or refinance the acquisition, rehabilitation, improvement, and equipping of this existing multifamily rental housing project. - North San Pedro Road, 251 – WildCare at Old Gallinas School – (SRCS) Conditional Use Permit (Status: Under Review): The applicant requests Conditional Use Permit (UP) approval to extend the temporary use of WildCare’s wildlife medicine teaching hospital on a portion of the Old Las Gallinas property throughout the construction (expected to be complete in October 2026) of the permanent facility in San Rafael. - Metropolis San Pedro Road, LP Tentative Map (P5139) – North San Pedro Road, 160 (former site of the Marin School (Status: Under Review)
- As reported previously in the SVNA newsletter, Regis Homes Bay Area (through the owners, Metropolis) submitted an application to subdivide the former Marin School property at 160
North San Pedro Road (NSPR). Plans have changed with each iteration but currently the site is slated for 36 homes including a small percentage of income-restricted “duets”. The applicant also seeks authorization to remove twenty-two trees, classified as either “protected” or “heritage” per the Marin County Development Code 22.62.020. The current project application is “Under Review.”
- The developers have responded to the county and have requested the following Design Waivers:
- SCA (Stream Conservation Area)
- Height Waivers
- Driveway depth and locations
- Lots Size and setbacks
- Floor Area Ratios
They also stated “…(we) reserve our right to request additional
waivers…”
- The community’s concerns are many, including:
- Traffic impact on NSPR
- Two public streets with ingress and egress to NSPR
- Removal of 105 trees, including many protected and
heritage designated Coast, Valley, and Live Oaks and
California Bay Laurels
- Building heights and density
- Adequate tenant and visitor parking within the development
- Not adhering to the Stream Conservation Act (SCA)
- Requesting a waiver (with an in-lieu fee) rather than offering
low-income housing
- The proposed development is in addition to the Housing Overlay Designation (HOD) properties already assigned to Santa Venetia, which would result in substantial cumulative
